About the Evaluator
Dr. Katie Winters is the Founder and Principal Consultant of Artichoke Evaluation. With 20+ years of experience, her STEM evaluation experience includes dual-credit programs to expedite post-secondary matriculation, post-secondary STEM education grounded in Indigenous knowledges, and student research applying innovative technologies to address agricultural challenges. Katie completed a master’s degree in Evaluation from Claremont Graduate University in 2004 and a PhD in Social Work and Social Research in 2019. She currently serves on the board of the Indigenous Peoples in Evaluation Topical Interest Group for the American Evaluation Association and is past president of the Oregon Program Evaluators Network.
