About the Evaluator

HOLP Evaluation & Performance Services, Inc. (HOLP EPS) is a minority-owned consulting firm specializing in program evaluation, organizational assessment, strategic planning, and quantitative research. I bring nearly 25 years of experience evaluating education, workforce development, and community-based initiatives supported by federal, state, and local funding. My higher education experience includes serving as an external evaluator for National Science Foundation (NSF) Advanced Technological Education (ATE) projects and centers focused on STEM and technician education, workforce pathways, industry partnerships, faculty development, and student outcomes. I have also served as a Perkins V consultant to higher education institutions, supporting comprehensive local needs assessments, workforce alignment, stakeholder engagement, data analysis, and evidence-based planning for career and technical education.
