About the Evaluator

Since 2013, I’ve led E.B. Howard Consulting, a New York State– and SBA-certified Minority/Women-Owned Business Enterprise (MWBE).
We bring 20+ years of evaluation experience with deep postsecondary expertise, focusing on NSF-STEM, Engines, ART, and ATE projects implemented through ecosystems and consortia.
We assess partnership health and shared governance, technician-education pathways, employer-aligned curricula, work-based learning, faculty professional development, and student recruitment, retention, completion, transfer, and employment outcomes—especially for learners historically underrepresented in STEM.
Our collaborative, iterative, agile-style approach delivers early findings and practical recommendations so teams can improve in real time and report impact with confidence.
