About the Evaluator
Bob Bailey is the owner and principal consultant of Outcomes Consulting Services, with over 30 years of experience in technology-based workforce and economic development, and 15 years in industry. He specializes in program evaluation, strategic planning, and facilitating industry-academic collaboration. Bob has held executive and board of directors roles in nonprofits, workforce centers and R&D innovation centers, led R&D initiatives in nuclear energy and wireless communications, and has led initiatives in rural broadband, manufacturing careers, and advanced technology education. He has served as a project manager, evaluator, and National Visiting Committee member for multiple NSF grants (ATE, STEP, S-STEM) over the past two decades. His background includes leadership positions at Limitorque Corporation (flow control industry) and active service on numerous advisory boards related to engineering, nuclear energy, and workforce development.
